Overclocking and graphic card with out power plug connector.

Hello guys,
I recently bought new rig. Budget but still.
Asrock z97 anniversary
g3258
gtx 950 msi ocv2 (NO 6 pin connector)
g. skill trident X 2400 10CL 2x4GB
seasonic 620W s12IIM
My question is, if my graphic card does affect my OC of cp, since it it powered by MOBO instead of PSU ? I have bad OC results, like 4,2@1.28V barely stable. Stock cooler. On rare occasions frequency drops, once even to 200Mhz from 4Ghz, no EIST and no Throtling enabled, fixed oc mode enabled. Is it possible I have so bad chip ?
