FPS Drops while gaming

Hi there everyone,

Ive been experiencing FPS Drops while gaming (in pretty much all graphic intense games like battlefield 4 etc). What would happen is, is that i would play the game and it would run all fine for a few second but then it gets interrupted and drops from 60+ fps down to below 30 fps for a second or two seconds.

My specs:
MOBO - ASSRock 960GM-GS3 FX
CPU - AMD Phenom(tm) II X6 1100T BE
RAM - 8GB Corsair Vengeance 1066MHZ Unganged DualChannel DDR3
GPU - Sapphire R9 280X 3gb GDDR5
PSU - Corsair CX750W

Also, i ran OCCT while gaming on to see what changes while gaming and i noticed that when the FPS dropped that the MHZ Frequencies (from the CPU i think) dropped from a stable 3.3ghz to 1.5ghz for the seconds it lagged ingame. I also used the ingame perfoverlay.graph command to see what would happen and whenever BF4 lagged the CPU spiked all the way up in the graph outside of the box while the GPU would just be chilling on the same spot all the way.

i never talked about ram...??
i told you check in the task manager which PROGRAMS run your cpu to 100% or less

The temperature sticks to 45/46 (C) the entire time while gaming but when the lags ingame come it goes from 45/46 (C) and drops to 40 (C) for the time it lags then it goes back up.

RAM is around 70/72% while playing BF4 with occasional jumps to 80% (unrelated to the FPS drops)
