Random Wifi Spikes

I'm running a desktop PC through a PCIE wifi card. The PC is upstairs from the modem/router. Randomly about a week ago, I started getting really bad lag/packet loss in games, before this day everything was 100% smooth and I was getting around 90% of the download/upload speeds that my roommate got on a direct connection. It will be fine for a while and then randomly spike for a second, and then go back down. My roommate, who is farther from the access point and using a laptop, has no connection issues. I instantly assumed it was my crappy wifi card (I had the same one die out on me last year), and so I went out and bought a really nice Intel one with an extended antenna. The problem persists after the installation.

What it looks like when I ping my router: https://gyazo.com/c208f4ba903e8b9acd43a226646d2b51
For reference, my roommate stays at a constant 2ms +-1ms connection on wifi, farther from the point.

I'm completely at a loss. I don't see anything that could be causing an interference, and nothing changed since the problem started (the only possibility I could think of is potentially a forced Windows update when I wasn't looking).

Any suggestions would be wonderful!

I forgot I posted here tbh. I've done a lot of experimentation, and come to the conclusion it's a Windows program. The issue goes away on a Linux Live distro and Windows in safe mode with networking. I've tried a full reinstall of Windows which did not solve it. Not sure what to do to narrow down what's causing it.

It might be windows not supporting the wireless card or your wireless card not supporting windows on probably new updates and maybe linux just hasn't changed so the wireless card still supports it. Could be either way hope you find the right answer :)

My old card experienced the same issue, so I replaced it thinking it was the problem. It's also an Intel branded card so I find it unlikely. Also, Windows in safe mode works fine.

check that you earthnet in you networking properties is disable the earthnet as i had this on an update with a couple on 10pro difrent set ups found the issue was earthnet was trying to connect at the same time. While i was there opened up my wifi cards using 2 D link 300mbs wifeless cards as well my asus laptop but i found the packet losses ur experiencing is your modem maxing out waiting for my new modem as i usually reset my modem once a week make sure you chanell selection is set to your max limit of wireless pin protected & a wifeless booster at the end of the house has fixed a lot of it. Go find a wifi booster might help to just an idea as i find this & proberly got 10 wifi connections connected any any1 time on my modem & this is in NZ on mine as i experience it when online playing games downloading everything else. I got advise on Toms & learnt as i have try a few ideas might find your issue i found it more in 10 on a update which kicked me of everything to restart thanks MS lol. I found the simplest way was use device manager to make sure your setting are right
