Do I Need Cooling Fan for my buid?

I am planning to buy the following pc build

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor
Motherboard: Asus H170 PRO GAMING ATX LGA1151 Motherboard
Memory: Corsair Vengeance LPX 16GB (2 x 8GB) DDR4-2400 Memory
Storage: Samsung 850 EVO-Series 250GB 2.5" Solid State Drive
Storage: Seagate 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: Zotac GeForce GTX 1060 6GB 6GB AMP! Edition Video Card
Case: Corsair 400R ATX Mid Tower Case

As i am not overclocking i think, i can go ahead with stock fan.
But dealer told like there is 16 GB RAM. So if you don't put processor fan, you don't get performance. Please advise on this.

A CPU cooler is always best, preferbaly a nice and think 420 mm water loop with his fin density ;) . When he says that you won't get the performence, he means you will being thermal throtleing whne you begin to use m ore ram, which entiles higer CPU useage which equals higher tempatures. When your CPU reaches a certain tempature, it will go slower to ty to reduce temps before it breaks. The better fan and heatsink will prevent thermal throttleing, the stock ones is very poor. A good cheap one is the gamaxx 400.

The cabinet (400R) have 2 120m intake and 1 120m exhaust in back
