CSGO Screen Tearing

Specs:
CPU: Intel i7-5930k
GPU: Nvidia GeForce GTX 980Ti
Memory: 16GB DDR4 Corsair Vengeance RAM 3333MHz
Monitor: Asus PB287Q 4k 60Hz
CSGO Installed on 960GB SanDisk Ultra II SSD with plenty of space still available

So in CS:GO I run it max settings 4k, and get around 135-190 fps while unlimited and V-sync off, borderless windowed. There's obviously screen tearing since I can only go up to 60Hz, but even if I change it to fullscreen, triple buffered V-sync, and go into the console and do "fps_max 60" (game still showing that I'm getting a stable 59fps), there's still a horrible and consistent screen tearing. Any suggestions on how to fix this? My video drivers are updated and I don't have this problem with any other game.

Side note: I have over 920 hours on CS and it only just started doing this a couple weeks ago.

Try setting it to 62 or lesser like 59. Or just remove the fps cap and try it out but use max fps as 999 and not 0.
