I'm planning to upgrade my PC soon, and I plan to start streaming and recording too so what's the best budget cpu that has a good price and quality ratio. Max price 300€/330$/270£. Any tips for MoBo?

PS! I preffer Intel over AMD ;)

Well the i7-6700 seems in your price range, but it depends in which country you live aswell. Motherboard depends on what you're looking for. mATX/ATX? Which features are important? Example of what you could get:

Total: $377.98
Prices include shipping, taxes, and discounts when available

I live in Estonia (everything that has to do with PCs is OVERPRICED) and I'm looking for ATX MoBo. For me it's important that when streaming the stream(OBS) nor the game I play will lag at the typical 720p 30fps.

So are you saying stream drops frames because i have have gtx 750 TI? (if so then i'm getting a gtx 10 series gpu next, should i go for 1050 TI or 100 eur more for 1060?) Although when testing w OBS my cpu goes 90 - 100 % (is that normal for I5-4460)

Should I buy gtx 1050 TI or put ~100eur more in and buy gtx 1060 (6gb)

You use the x264 codec now that uses the cpu cores, change the codec to nvenc and your 750 will be just fine,I record up to 1080@60FPS and I only have the gtx650 no ti.
You can also try the QSV codec to use the cpu's igpu for smaller filesize but nvenc is lighter on the CPU.

I've heard that nvenc doesnt have as good guality video streaming/recording than x264 so is it even true?

Yes and no,it needs more bitrate to give you a good quality but since there is no way to choose the correct minimum bitrate for x264 for any situation (and everybody uses the fastest preset anyway) there is no difference,if anything shadowplay gives you better video if you give it enough bitrate, if you have crap upload though it might be worse for live streaming.

I record with shadowplay and then compress the video again with quicksync before uploading to youtube,so 3 times lossy and the videos still look good.
