Im planning to buy a graphics card in may processor like gtx 1050 non ti, will it bottleneck to my i3-4170 thanks

Or you can advice what is the best graphics card in this procie

You can get a 1050 but you aren't going to get much out of it, its a lower tier card. If you don't plan on maxing out settings you should be fine. So since the CPU is also not a high-end CPU I would say it will be okay. You won't be able to max out anything but you should be able to play on it.

The 1050 has decent benchmarks at 1080p on medium settings. If you are at a lower resolution that 1980x1080 you should be fine. Keep in mind some games require a lot more power than others and you probably won't be able to play EVERYTHING at medium settings at 60fps, some games might even struggle to hit 30fps, depending on the game, but for the most part you should be okay, especially if you are not playing at 1080p.
