Can't Resolve Disk Usage (Windows 10)

So, I have an HP Elitebook 8540w since 2011 (specs below) and the last month or so the disk usage is spiking up to 100% and most of the time staying there until I log off. As mentioned I googled my problem and after reading a ton of threads and doing all sorts of fixes, I saw no results. I did in fact disabled Prefetch, Superfetch, B.I.T.S., disabled Windows notifications, disabled updates, resolved the issues caused by the Anniversary update, defraged my hard disk, ran chkdsk multiple times, downgraded to 1511 windows update,ran antivirus and antimalware scans a dozen of times,updated any outdated drivers,checked for all shorts of hardware errors (but found none),fixed bad sectors,opened up and cleaned the laptop from dust and stuff,even changed a hard disk but the usage is still 100%. The computer is noticeably slower than what it used to be although I can still operate it almost fine.The real problem is that I can no longer record game footage due to the fact that any recording software combined with the high disk usage absolutely demolishes my frame rate and video quality.

PC Specs :
CPU - Intel Core i5 CPU M540 @ 2.53GHz 2.53GHz
RAM - 6GB (can only use 2.98GB because of 32bit)
GPU - AMD Mobility Radeon HD 5000
and I'm running Windows 10 Pro [Update 1607] 32-bit (upgraded from Windows 7 Ultimate)

If you cloned the disk then did the upgrade, and if you had viruses, I would suggest a real clean Windows setup. You can check pagefile usage in Performance Manager.
Did you check for viruses and spyware? Your issue may be caused by the lower RAM amount, the drive may just be using the disk for virtual RAM (paging file).

You said you changed the drive, did you do a clean setup of Windows on the drive or just cloned it? If just cloned it, try a clean setup.

I actually did clone the old one but then I refreshed Windows 10 on the new one.I also cleaned up any viruses, spyware and adware a couple of times.How can I tell if the excessive use of page file is what causing the issue?

Yeap, its a laptop (as mentioned above). I actually do have some spare RAM so, rebuilding on 64bit should solve the issue?
I do indeed plan on getting a proper desktop setup, but in any case I am planning on using the laptop for editing, rendering etc so fixing the problem would be necessary anyway

No viruses when I did the upgrade, however I will try and do a clean install from 32 to 64 and see if that will fix the issue.Thanks for the help!
