I currently have an R9 270x 2GB.
What upgrade can I get for my graphics card that would give the biggest difference without costing too much?

In term of decent to smooth gaming experience your 270X should give decent experience at QHD monitor or smooth experience with Free-Sync full HD monitor. However, 4790K will be best paired to flagship GPU (nVidia Titan X pascal or AMD Radeon Pro Duo) for UHD 4K gaming, smooth experience with 4K G-Sync monitor if you plan nVidia or 4K FreeSync for AMD.
