Memory at 98%

I have 16GB of RAM and for some reason that there is 15.7 GB being used. I have no idea what is causing so much trouble as Firefox is causing the most memory at 244.4 MB. I have tried using RAMMAP and it still doesn't work. After restating the computer, it instantly goes to 15.7 GB. I switched the RAM slots. And I updated by drivers.

Right now its at a good percent after I restarted my PC twice and it somehow went down to 18%, but I'm still running the same programs as I was when it was at 98%

What? How is this normal? After a full restart (Twice) I was still at 98% usage with only vanilla programs running. It causes so much lag that I couldn't even use any web browser. This most certainly is not normal. Even tho it's fixed right now this is still something obviously wrong because restarting should have fixed it. I dust out my computer every two months and my computer is absolutely never hot. It's only a year old and I virus scanned just two weeks ago and there was nothing. This has been an off and on problem for over a month now. Last night was the first time restarting didn't fix.
