If you could provide an example of where is says up to 4.5GHz?
Intel's Web Page states an operating frequency of 4.0 with a turbo boost frequency of 4.2GHz.

4.2GHz is the speed achievable with turbo-boost enabled, 4.5GHz is speed achievable by overclocking it.
