Ethernet Card (10/100/1000Mbps) locked at 10 Mbps

I have a TP-Link TG-3269 ethernet card installed in my computer because my onboard ethernet port has not worked for the past couple years. There are 3 modes to this ethernet card, 10, 100, and 1000 Mbps. I just upgraded to Fios and now get 100Mbps up and down on my phone wirelessly. However, my computer's ethernet card locks the speed to 10Mbps. There are 3 lights on the card, one for each mode, and the 10Mbps light is on, whilst the others are off.

I've read the manual, I've reinstalled the drivers, and I've moved it to a different pci slot. I can't find anyone else with this issue. Everyone says that it automatically switches between modes to accommodate the current network speed. Is my card faulty or am I being dumb? I cannot find a way to manual switch the transmission speed.

Is the computer in the same room as the router? It could be that the network cable is defective. Have you tried a different one, or a different port on the router?
 
Double check the ethernet link speed in Windows. If you look at Adapter Status, it will display the link speed.

The speed setting is from protocol negotiation between the port on your card and the port on whatever you connect to.

Are you plugged directly between your PC and the FIOS modem? Or do you have a switch in between.

IF you are using a switch: I had a PC do the same thing drop to 10Mb/sec when it shouldn't. Config was 1gb / 100Mb card connected to an older 100Mb/10Mb switch. When the two negotiated the rate the older switch did not understand the offer of 1GB and defaulted to 10mb. The switch would negotiate fine to 100Mb with other PCs that did not support 1gbe. The solution was a new switch.

IF you are not using a switch then
(1) verify you can get to 1Gbe by direct connecting any two PCs with 1gbe ports. The link should come up at 1Gbe.
(2) Call FIOS and ask them how to reset their device. Describe problem, etc.
