Samsung 850 Evo Poor Speeds after many attempted fixes, need help please

Hello,

My Samsung 850 evo has very poor speeds. Both AS and Magician show read write at 112/84MBs respectively. I have tried a lot so far to try and fix this.

Confirmed SATA III connection and AHCI enabled via magician
Optimized via Magician
Installed latest (2016) AHCI chipset for my system (Asus Z170-A 6700K)
Updated firmware for Samsung EVO
Confirmed AHCI enabled in BIOD (was RAID)
Windows knows it is a SSD and TRIM is enabled
Optimized SSD with older Magician Software

Only way I get good scores is inflated with RAPID. I dont need it to be hitting its max speeds, but I need better than 20%. It almost seems to be as if it is SATA II Speeds. Please advise!

Hoping to provide more info and bump in hopes SOMEONE will be able to help me. I have been able to increase my read/write to about 220/140 by completely optimizing firmware/software/drivers/RAPID/Magician. I can basically see my stats get to about 40% expected. I also tried with the SSD ONLY plugged in to the MOBO (no other HDDs/SATAs connected).

I have 2 final thoughts:

1 - Try a different SATA plug. Seems odd that would do it when I am using the OS optimized plug and it is getting decent speeds
2 - Go and grab another 850 EVO from my Best Buy and plug it in and run benchmarks. If it hits good speeds I know it is my EVO. If it hits similar speeds....well I simply till don't know.

Thoughts? (please)

AS checks out. It was a fresh install. Thanks for the suggestion. Any other thoughts?
