Solution
ping is completely dependent on the speed of your internet providers equipment. Whether you have a 500kbps connection or a 300mbps connection in the end your internet connection is still going out the same pipe when it leaves their building.

ping is more like acceleration and then the mbps is the max speed. When getting on the highway at 70mph it doesnt matter if you car can go 120mph or 200mph, what matters is how fast you can get to 70mph. Now if your car maxes out at 75-80mph then that will make it much more difficult to drive on the freeway.
In your case the 400-500kbps is a factor for your performance so going up to 3mbps should show good improvement. Now going from 20mbps to 50mbps would show no gaming improvement.

The 3mb connection would be 3x+ the speed of your current connection, Yes, it is very likely that you'll have a reduced ping if you upgrade. As for what is the best internet speed for gaming? That's a bit of a loaded question.

Personally the higher the speeds the better. Higher is never worse.
My internet speed is 100mb Download /10mb Upload and i do not have many issues while gaming. Usually a 40-80 Ping depending on the game or geographical location of their server.

Most games dont use much bandwidth, this would only be if the game's maps where coming over internet as well.
Now having more bandwidth allows others to use your web connection for say streaming netflix and web browsing.
But a 20mbps and 100mbps with ONLY the load of that game will have almost zero performance difference.
