GTX 970 Bad performance after updates

Basically what it says in the title.
I haven't played anything over a week. Got a windows update (last week), an nVidia driver update; installed both updates, and the new GeForce Experience 3.0. Was feeling my computer was a bit 'sloppier' than usual but didn't bother looking into it.

Yesterday got in BF4 and had terrible framerates. Opened LoL and the same, used to have 300-400 fps on high and now I'm starting with 120, degrading to 80 over the course of 5 minutes.

Opened MSI afterburner and this is the result when playing LoL.
I changed the graphics quality from LOW to VERY HIGH and was stuck for what seemed like 20-30 seconds which is also weird but maybe a clue. http://imgur.com/a/HibLp

Somehow, my GPU doesn't do it's job and it's not even trying to run anything (or so it seems to me). Tried everything I could find on the great Internet. Checked power settings (Windows and nVidia CP), tried overclocking a bit, but it doesn't do anything.

I've rolled back my system to a week before, no luck. I've 'resetted' my Windows 10 Installation, no luck. Ran DDU and tried 3-4 different driver versions (all of them from this year).

My system:
CPU: I5 6600K not overclocked + Noctua
GPU: MSI GTX 970 Gaming G4
MoBo: MSI Z170 Gaming M3
RAM: HyperX Fury DDR4 2400 Mhz 8GB


Nothing seems to make my GPU do it's job. Looking for suggestions, please and thank you in advance :)

Update if anybody cares for more information - running 3dMark Time spy showed good results for Graphics but I think terrible results for CPU - meaning something's wrong with my CPU - I only got 927 marks in the CPU test, and I saw people with 3600 marks on the same processor.

Solved - It was a problem with the MoBo (MSI Z170 Gaming M3) - and the Intel Thermal Limiter setting in BIOS or something like that. The CPU was locked at 800 MHz due to that feature - Disabled it, and now everything is good.
