Issue with PC, huge fps drops

I'm having some really big issues with my pc, random huge fps drops from 100 to 10. Even when playing not demanding games. I know there is a bottleneck in this build, but is that what causes this? Games that my pc should be able to run has huge issues, like fallout 4, holds steady 60fps when walking around for the most part, as soon as another character model is on screen my fps drops to about 25. I've been changing my settings to try and fix this, currently it's on medium and it still happens. This also happens with games like saints row, borderlands, skyrim. Is there anything I can do to fix this? Thanks

-Asus M5A97 LE R2.0 Mobo
-700w psu
-8gb ddr3 ram
-Corsair h50 liquid cooling

Did you slow down the CPU to 4 GHz or less so that it won't draw as much power? That should prevent the VRM from overheating.

What do you think I should turn it down to? With my set up what would work best? Any help is great I'm pretty new to pc
 
Disable Turbo Boost and lower it to 4 GHz or less if the VRM still gets too hot. Using a liquid cooler is good for the CPU, but the VRM gets no cooling unless you install a fan to blow air on it as does a top-down CPU cooler. Ideally you'd get a motherboard like the Asus Sabertooth 990FX R2.0 that supports your CPU, but even that one requires cooling for the VRM.

Would I go through bios to disable that? I'm not sure where I do this........... real pc noob
 
Go through the BIOS to set the frequency and disable Turbo Core (not Boost as I wrote). It should be in advanced mode or whatever they call it. Why did you buy such a cheap motherboard with a 220W CPU? It would be fine for a 95W CPU, but it sure isn't a good choice for a 220W CPU.

It wasn't me who bought it I had a friend who wanted to sell his, he only had a few months and didn't use it. I knew it would need upgrades, where I'm from the amount I paid for the whole thing was almost what it would cost for just the gpu. I posted this to see where upgrades would be needed.
 
At this point you have 2 options: slow the CPU down and, if possible, lower the voltage as low as you can while keeping the CPU stable or get a motherboard that supports it properly. Most motherboards can't because it draws so much power. You also need to get a better liquid cooler to run it at its rated speed. Your friend probably made a good decision when he sold it.
