Idle GPU temperature at 60 C, gaming at 70 C

I just finished my new build. My case (NZXT s340) came with two case fans, one on the top and one on the back. I turned the one on the back into an exhaust fan and turned off the one on the top so air could flow through my front (which does not have a fan yet).

My idle GPU temp is about 60 C, and when gaming does at about 70 C.

Is this too hot for an idle temp?

Your GPU temperatures under load are completely fine - nothing to worry about.

It's only the Idle...

50-60C is normal for Idle temperatures if fans are off. Generally much better to be idling below 50 however.
Check your GPU's fan and make sure it is operating properly, maybe manually set the GPU's fan speed if you're able to.

Always front -> back with airflow, All fans in the back and top should be exhaust fans, and any in the front/side should be intake for future reference.

70-80C for GPU's while gaming are perfectly normal. Graphics cards have the ability to exceed 90C+ without doing damage, although i highly recommend you keep your baby nice and cool.

not necessarily, load is fine are the fans even spinning at idle when at 60C?

OP move that top fan to the front of the case as an input, and get some flow going.

Can I tell what face of the fan would input or output just by looking at it? For my NZXT the logo is on the side that inputs I believe. Until I get together with a friend (who knows more about how to go about building) to move the fan to the front, is it safe to use for a few hours per day in-game? I haven't had any frame drops.

It's only the Idle temperatures that are a little higher then usual which could just mean your case needs a little more airflow.

You are fine playing games, but i recommend purchasing another case fan for the front of your case and leaving the other two where they are. You can get them on newegg or ebay for 20 dollars.
