Performance issue in BF1

I have been playing battlefield 1 these days, and I have some serious performance issue while playing the game. My GTX 970 never goes full load and my i5-4690k is on 100% all the time. But i really dont think that a i5-4690k will bottleneck a gtx 970.
my spec:
CPU: Intel i5-4690k
GPU: Inno3D GTX 970
Motherboard: ASUS Z97-A-USB 3.1
RAM: 8GB
PSU: Thermaltake Toughpower 750W GOLD(Modular)

Firstly, yes you can achieve 80fps on 1080p ultra. Yes you'll have to push that cpu north of maybe 4.2 ghz to manage it, but more than capable.

-run in dx11
-drop textures down a notch as there are some reports on forums of the 970 stuttering due to its relatively small bandwidth and its believed the textures are hefty. I DONT know how true that it but thought id mention.

actually my cpu is water cooled so i dun think it throttles

i checked my background processes and those only consume less then 10% of my cpu, btw i am using win 10

maybe i should overclock it to a higher frequency?
