High end specs low end fps

Specs:
i7 6700k (have tried ocd at 4.4 and stock)
r9 390 (stock clock speeds for now)
16gb of ddr4 ram
and windows 8 64 bit

SO i play games like csgo and overwatch and I get fps that is fine and dandy. 300-400 on csgo on low settings and 90-150 fps on ow depending on the settings.

However when I play games like h1z1 and dead by daylight my fps drops. I'll get anywhere from 20-40 fps on low settings on h1z1, 30 fps as a survivor on dead by daylight and 15 fps as a killer.

I play with friends that have similar specs or even lower and when we play on the same settings our fps is very far apart. I play h1z1 with a friend that has an i7 4790k and a gtx 750 and he gets double my fps on h1z1 on low settings.

I've checked and my cores are not parked and there's no chance of having xbox dvr installed. I'm out of options and would like to be able to play these games. I just bought a r9 390 to upgrade from my r9 280 IN HOPES of being able to play these games with what I call playable fps.

I've tried reinstalling my drivers again. this even happened with my old card so I made sure to do a clean driver install. Also I have a corsair cx750m

Temps are looking good no thermal throttling here :(

But at stock speeds, the temps won't go much higher.

I watched the temps and usage and they are just the same on h1z1 as if I played csgo

That is weird. Even I bought my 1060 few days back but my cpu is i3 3220 and I can't even play any game. Bottlenecking so huge. In GTA 5, CPU Usage is 95% and GPU usage is just 30%. F*** my CPU. I should upgrade fast. But in your case, your rig is balanced and fine. IDK what's wrong with it. Well if I'm in your place, I would build the whole computer again by removing all the parts, cleaning them and applying new thermal paste to the CPU and I hope it does the job

I would assume not because I had this issue with my old r9 280, and I don't see how it would act up with one game and not another. I would hope I'm not that unlucky to get two faulty cards in a row.
