Good AMD rig not performing to standards.

Hello
i'm the owner of a rig consisting of the following
AMD-FX 8320 oc to 4ghz
AMD R9 390 gigabyte windforce
8gb ddr3 adata ram
2x 250gb ssd 1 tb hdd the hdd is a WD blue and sdds are samsung 850 evos
cooler master hyper 212 evo
GIGABYTE GA-78LMT-USB3
corsair 88r case
corsair cx 600w psu
thing is i don't think its performing well i just factory reset my pc and on games like overwatch low settings with models on high fxaa on at 1080 i get about 180 and then sometimes dips in the 60s
as for my main concern is h1z1 king of the kill lowest settings 1080 don't even get stable 60fps and dips to 30s even seen it at 20 before
what might be wrong drivers are up to date like i said i factory reset pc what could be wrong?

Ok, I'm sure MSI afterburner can do what we're asking, but I don't use it so can't walk you through it.

Download HWMonitor: http://www.cpuid.com/softwares/hwmonitor.html

Have it running & fire up Overwatch, and replicate the scenario you mentioned in your first post.
Once it's replicated, post a screenshot (or two) of HWMonitor, ensuring it shows the CPU utilization, GPU utilization & temps.

not true its overclocked and it is not the issue!

You're asking for assistance, and that's a valid suggestion - are you monitoring your CPU usage (vs your GPU usage)? Can you give us some stats?

Is your GPU ever hitting close to 100% utilization? How about your CPU? If your CPU is, what % is your GPU at?

yes i did also do you have skype so i can show you my speeds and what not i don't know if they are good or not

on msi afterburner is says my gpu mem speed is 1500 but the effective mem clock is 6k https://gyazo.com/e4031dbcb906e354bdffe68df2515847
