GTX 1070 Not even getting to 1.081V

So i just bought this card today and all day i've been trying to get my GTX 1070 to a decent overclock like the rest of you. My problem however is that my EVGA GTX 1070 SC won't even get to 1081mv. While being stressed, it sits at the voltages 1000 most of the time, 1025 and 1031 sometimes, and 1050 if i'm lucky/on occasion. So basically my core clock maxes out at 1999mhz stable which has me envious lol. I don't see what i'm doing wrong/please point it out for me. I've tried both MSI afterburner and EVGA precision to no avail. All help would be lovely.

Also noticed my card hits power limit so much in the graph. It's just lines up and down every second.

Heaven benchmark. Core voltage is up at +100%, power limit it at 112%, Temp. Limit is at 92C. Not seeing the 1.081 light of day. I did see it boost up to 1.075 but it dropped down really quickly and hovers at 990 - 1000 mv. I don't know what's wrong.
