I would only changed 2 things from the above build of @Hellfire13
This power supply is cheaper, is semi modular and is just as good. Also, i just added a better cheap case in case you could stretch your budget a bit and get a decent case.

He can certainly take that case, but the seasonic is better built, and he should try to retain that.

Actually, the CXM i included is the new 2015 white version, not the green one, its a very good quality unit and is semi modular. I had the same thoughts as you until i was told about it by 2 moderators.
