Are thermal pads better than thermal paste for laptop CPU & GPU?

If paste was originally used then stick with it.
Pads are used to close larger gaps and usually aren't as effective at transferring heat.

'Better' is subjective. Generally, they serve different purposes. Things like GPU's (for example) typically use a combination of the two.
Normally, with a laptop, you can use one or the other. New pads are harder to come by though, so you may have to reuse.
