The idea is to treat the proposed system as a server with a workstation inclination. as the processing, memory, and disk demands are high, this approach uses used workstations as the platform.
Consider a used dual Xeon E5 system: HP z820 or Dell Precision T7600 with low specification and then replace the CPU's with a pair of 8- core CPU's. The idea is to have as nearly as possible one core / two threads for each VM. The clock speed can be moderate- server level. Then, 128GB of RAM. The GPU need not have high 3D capability but a lot of memory. This will have no only better performance, but is more expandable. The displays will be run at each node by that system.
How about:

CPU's: 2X Xeon E5-2680 8-core @ 2.7 / 3.5Ghz > used about $250 pair
Memory 128GB DDR3-1600 ECC registered > used about $300
Drive 1: Samsung 850 Evo 1TB > $310
