VM Server/Workstation 20 PCs

Hello guys
Im building a server that can run 20 VMs with win7/10(not too sure about OS).
Vms will need just basic use: web browsing, skype, office, file sharing. I want your opinion about the specs this server needs to have.
<$2000.

In fact i have an old dual socket HP board, its lga 775 i think. You guys think i could get use of it?

Also i have a SQL server in the office that runs 4 clients. Can i somehow merge them in the VM server?

P.S: Does it mean that i need as many gpus as clients, or I can share them

The idea is to treat the proposed system as a server with a workstation inclination. as the processing, memory, and disk demands are high, this approach uses used workstations as the platform.

Consider a used dual Xeon E5 system: HP z820 or Dell Precision T7600 with low specification and then replace the CPU's with a pair of 8- core CPU's. The idea is to have as nearly as possible one core / two threads for each VM. The clock speed can be moderate- server level. Then, 128GB of RAM. The GPU need not have high 3D capability but a lot of memory. This will have no only better performance, but is more expandable. The displays will be run at each node by that system.

How about:

System: HP z820> used about $700
CPU's: 2X Xeon E5-2680 8-core @ 2.7 / 3.5Ghz > used about $250 pair
Memory 128GB DDR3-1600 ECC registered > used about $300
Drive 1: Samsung 850 Evo 1TB > $310
Drive 2: WD Black 2TB
GPU: Quadro 6000 (6GB) > used about $300

TOTAL= about $1,980

This a quick unrefined, quick example among infinite possibilities.

Those 8 core cpus arent getting me to 1c/2t because i have 20 clients. I think I'll need a 10 core cpu for that to work.
Also, Is there a way I can share 6 or 8 gigs of ram and give it to video memory ? If so I can skip buying the quadro
But also Its hard to find a used that will ship to my country... I found some, but 430$.
I can order rx 470 8GB for $220 and comes with warranty, I mean they're both gpus

Im not sure what i will use that samsung evo for, because we dont transfer much large files and bootup times doesnt matter.

I think that 2TB drive wont be enough,idk what you menant to do with it but to 20 users its like 100gb/vm, I think users will need at least 400gb each, also RAID for protection

Also what software do you recommend for running this server?
