For example in games like crysis 3 and Tomb rider on Max settings its running like 82-84 C in the first 10 minutes .

My video card is Gainward Gtx 780ti Phantom ,it says it have a good coolers but ...
So i am asking for some suggestions for what my problem could be , and how i can fix it

it seems like the temp is normal for that card, see some reviews of it and its all about the same temp, you can use msi afterburner and set a fan profile, you also can disable vsync in the game, that brings temps down also

80C will be fine if you don't mind it blowing hot air into the room, if not then change the fan speed till you reach a temperature you're happy with (bear in mind it'll sound like there is a small scaled jet engine firing up if you put it too high also great choice, the 780TI is still a fine graphics card)

(Recommend EVGA Precision X for changing fan speed but you can use MSI Afterburner if you want)

Its good that 81 temp is normal but in games is more than that , but is it normal that my fans are 48 % always and when i start playing something the % start moving up to 100 , anyway if i can see some custom fan curve i can make mine like that .

making a custom fan curve is easy, one axis shows fan percentage speed and the other axis shows temperature, if you don't want it to exceed a certain temp then set the fan higher before it reaches that temp *Bear in mind you have to be reasonable since a heat sink and a fan can only displace so much heat*

Also before setting up your fan curve try seeing your average temp with normal fan speeds over an hour or so
