RX 470 4GB or GTX 960 4GB

the 960 4GB is a gimmick card as it really cannot use the full 4GB in it. a 470 will beat it out, and while a 1060 will beat a 470 it also beats a 960. if you are to get a 1060 get the 6GB card.

RX 470 draws less power, is better in DX12 and dominates Vulkan.
GTX 960 is a few years old (2014), Is a decent card and offers shadowplay.
For newer support I would suggest RX 470.

I wholeheartedly suggest the 1060 out of these cards and would not recommend the 960.

Is barely better in DX12 and the only meaningful game that uses Vulkan is Doom.
Benchmarks? What about the GTX 1060? 1050 Ti?

The 3GB of VRAM is enough for 1080p but really not enough for anything above it, although 1080p is where you should be playing with that budget.

1060 3GB too powerful? No, it is a sweet-spot 1080p high settings card, definitely not "too powerful"

Yes, this is a factor, but usually the only setting that enforces this is Texture Quality as that eats up VRAM for breakfast. I can't notice the difference when I turn it down, though.
