Pc turns itself on straight after full shut down

Having a problem here and I have read the majority of other posts regarding this matter and tried the suggestions to no Avail. Every time I turn my pc off whether shut down or power button, the pc instantly turns back on.
I've checked all bios and device manager settings and changed them accordingly, I have however swapped out psus from a corsair cx750m to an evga supernova 750. This never occurred on the corsair and it didn't happen at first on the evga only after a few turn offs. I did reseat my Gpu whilst it was still plugged in because I genuinely forgot and it's happened after that. I have reseated everything when the power has been off but nothings changed.
My specs are
Amd radeon r9 380 4gb
Fx 4130 3.8ghz
Asus asrock extreme 3 2.0
Evga supernova 750w 80+ gold
Vengeance RAM 8GB
Windows 8.1

Solution
Try going under power options and turn off "fast boot". I had some Windows 10 computers boot at random times after they were fully shut down. Have not seen the issue on Windows 8.1 by I know it is an option.

Well then it is probably your motherboard.
I dont know much about motherboards so please ask someone else :p
