Computer Not Putting In Enough Effort

Not the best title but I didn't know exactly what to name it. I'm not so sure my laptop is putting in the amount of effort it could be putting in with the specs it has. Meaning I feel like I should be able to play a game like Fallout 4 (and other games) on at least high settings with what I have but I cannot most of the time. I have an ASUS N550JK Laptop with integrated graphics and an Nvidia Geforce GTX 950m GPU, 16 GB if RAM, an i7 processor - 4720 HQ CPU @ 2.60GHz/2.59GHz. Most of the time I've noticed it's a RAM issue as most of my games stutter often when loading items in the world. At this point I've already decided to simply get/build a desktop but I figure I should put this out there and get some perspective. Any thoughts? I've monitored my laptop's temperature mid-game and it never seems to go above 75 or 80 degrees Celsius (which I've heard is a normal amount for a system being pushed) and have also monitored my laptops RAM usage and most of my games never use over 2 or 3 GB but they still stutter. Thanks in advance.

That's a fair point. I figured it was the GPU because it's for a laptop not a desktop.

I have an SSD but one of the games I have stored in it (Empire: Total War) stutters quite a lot when loading.
