I5 4670K @ 4.3GHZ and R9 390 CPU is at 95-100% while GPU is around 30% in Battlefield 1 with constant stutters and FPS going from 100 to 40fps for no reason and i have a simular issue in GTA V where my CPU usage is stuck between 90-100% also. IDK what coukd be causing it.

Solution
Im using DX11 mode with my custom .cfg file that has mostly fixed the issue, and about GTA V it is annoying because before the bikers update my CPU was fine but like you said it could have been the windows or drivers that caused the issue. I have noticed that using Vsnc to cap ur FPS in Gta v helps keep the CPU usage under 90% most of the time so you can try that but for BF1 the Vsync fix doesn't work like in GTA V so u have to create a custom User.cfg with the commands that limits the engines max FPS to 61 or what ever you would like and save it to the BF1 directory.

Sure, I5 4670K 4.3GHZ @ 1.32V with a max temp of 70C under 100% load after 30mins 16GB 1600Mhz DDR3, MSI R9 390 @ 1040Mhz Core and 1600Mhz Memory, 1000W EVGA Power Supply.

everything should be working just fine then, those temps are good to go!
so it only happens in those 2 games?
have you tried other clock speeds like 4.0/4.1Ghz and see if it still stutters?

BF1 apparently stills needs an update to fix some CPU issues, but GTA V shouldn't be giving you any problems.

I cleared CMOS last night also to reset my CPU OC and my RAM OC but the issue still persists, TBH i haven't tried other games as of yet while monitoring the CPU usage, so i will do that when i get home and let you know.

I've tried DX12 and the performance is worse and yes i understand that the I5 will be pushed harder than i7 due to the lack of Hyper Threading but i asked in game chat if anyone else was having the same issue and a few people said there I5s were pinned at 100% too (he had a 6600K) but then a guy said his I5 6500 was only in the 60-80% range with a GTX 1070, Plus GTA V was fine before the bikers Update so IDK if that caused it or if I need to reinstall Windows or something...

I wiped my drivers and did a fresh install as well as disabling any start up programs that could have been causing it but the problem still persists so it looks like i'm going to have to wait for a Patch that will hopefully address this issue, thanks anyway guys.

I tried that also and the only time the CPU seen any less load was when i had the scale set to 200 meaning it was being rendered in 4K but the CPU Usage was still in the 80% usage at that. I guess they weren't lying when they said an I5 6600K for minimum specs..... Its just a shame i cant refund it now as ive passed the decimated time.

According to CPU Z yeah it is, i found it strange as i have 4 sticks of 4GB (2xHyundia and 2x hyper X) but even though it says its in duel channel it still says there is 16GB of RAM available.

Yea she was, same as my FX 6300.But time is for change if you want better performance, i'm just waiting for Zen to see will it be another AMD garbage what i think it will and if it is i will go Intel and never look at AMD again.

I have found a "fix" for my issue, I created a custom user.cfg file with a command that caps the FPS at 61 resulting in the CPU Usage now hovering between 60-80% most of the time only hitting 98% When lots of physics and CPU demanding scenes occur but the FPS is hard locked to 60FPS.

I tried using Vsync but the type that BF1 uses doesn't work like that, even with VSync the CPU is at 100% with worse stutters than before, the custom .cfg solves the issue.

Been having the same issue with GTA V and Battlefield 1, 100% CPU usage on my I5-4690k, 16gb 1333Mhz & RX480. Issue started on GTAV not long after it had an update, but windows and GPU drivers were also updated around the same time. With BF1 a lot of people are having issues with 100% CPU so it doesnt bother me so much but GTA makes no sense, never used to hit 100% on this rig playing GTA V but now after 20-30mins the game begins to lag badly when driving.
