HDD stuck in read only

Recently wiped my PC and I am trying to download some games from steam onto my HDD since my SDD it asks me to make a Steam library folder on the drive and will not let me due to it being in read only. I have been looking around at a few suggestions none of them seem to work. I would appreciate any ideas.

I think I figured it out basically I manually created a steam library folder in the drive itself, and it it letting me download things onto that. Before it wanted to make the folder manually.

You can really write anything on the drive right?
What is your OS?

I believe you can first try to take ownership and grant permissions afterwards:h ttp://preyerplanning.com/take-ownership-of-entire-hard-drive-in-windows-7.pdf

It's a Win 7 tutorial. Yet, for other Wins, the steps should be similar.

it give me a list of 30 or so possible owners in this menu, which one do I chose? I selected the one with my name for step one and then clicked apply, I have it full controls and permissions and such still showing as read only.
