Computer Freezes, makes a *UUUUUHHH* sound then restarts, Could it be PSU?

So this has started to happen more frequently, or at least it's felt like it, about 3 times a week. When I'm doing anything, most of the time just watching a video on Youtube with a couple of tabs open, this time playing Overwatch, the computer will freeze, make a "UUUUUHHHH* noise, then restart, all in the span of a couple seconds. Of course it didn't crash, as WhoCrashed brings up nothing (ugh), and judging by the looks, most people's problems and solutions seem to be different. I'm running Windows 10, specs are below, everything except the graphics card and WiFi adapter are about 1.5 years old. (Side note, the WiFi adapter doesn't say that it supports Windows 10, but it actually does with drivers from the chip manufacturer made for Windows 10.)

Could the problem be my Power Supply failing or something?

I'll just ask again in case you missed, which Power Supply do you recommend? (Something that doesn't break the bank, preferably under $80)
