AMD R9 290x Crossfire not working

My computer recognizes that I have two cards installed but for some unknown reason the second card is not being utilized (using MSI Afterburner). I have been playing Battlefield 1 and ran it in crossfire. I used the perfoverlay to view my FPS whilst I played.

With crossfire enabled: 30-65fps
Disabled crossfire: 60-80fps

Something is clearly wrong and I cannot for the life of me figure out what the issue is. Troubleshooting wise, I have turned off crossfire and back on, used predefined profiles for Radeon menu, ADF friendly mode/default mode, turned off DX12 in-game, tried plugging HDMI cord into second GPU and the motherboard HDMI port (but nothing displayed on screen?)

Could someone please help me find a solution. (All drivers, from my knowledge) are up to date. I am unsure if this is a BF1 issue (however historically the frostbite engine has be very crossfire friendly) but I could go try BF4 and see if I am getting any usage on my other GPU2.

I had a similar problem 2 years ago with my 270xs and my solution was money wasted, amd has poor crossfire support, its not that its not working, theres no good drivers for it unfortunately, as you said, ur pc recognizes two cards but because there are no drivers, results in no crossfire with poor fps
