Asus MAXIMUS VII Ranger won't boot up

Hi,

My specs:
MAXIMUS VII Ranger (bios 3003)
Intel Core i7 4790K@4400MHz set with AI Suite
8GB (2x 4GB) Corsair XMS3 CMX8GX3M2A1600C9
ASUS GTX780-DC2
PSU: Corsair AX650
CPU Cooler BeQuiet Dark Rock Pro
ASUS Xonar Essence STX
Crucial M500 480GB
NZXT Big Tower case with few additional fans

Couple of months ago I've noticed that there is a delay of few seconds between me pushing POWER ON button and actual system startup. In time, the problem started becoming more persistent, to the point where i actually cannot start my PC...
LED indicators on the board say the system is fine.
Trying to startup the system with on-board POWER button doesn't work.
No, fans are not spinning, just nothing happens.
Physically disconnecting power for few seconds (until all LED indicators go down) doesn't help.
The only thing that helps is pushing CLEAR_CMOS button (now i have to push it few times, to get system power up...).

System was never extremely overclocked. Only thing I've done almost 2 years ago, was small automated tuning with AI Suite 3 to 4400MHz, and RAM timings and voltage from memory's SPD. System is inside big tower case with good airflow and low temperatures. No self restarts or blue screens.
I haven't added any new components to my PC in over a year.

I'm afraid my mobo is dying.. That would be a shame since I decided to trust Asus motherboards after couple of years. I had my first ASUS mobo about 15 years ago maybe.>Then SandyBridge came out. First Asus mobo was dead on arrival, and second one died after 18 months (crazy story here - a small piece of rubber fell out from underneath the radiator covering the power section, causing the radiator make a shorcircuit or smth... Inever bothered with sending mobo back...).
Can someone help me please...?

Hi, sorry for the delay. Yes - i've tried with different PSU and it was still the same.

However, I've discovered new strange symptoms...
For last 2 years I've been using USB sockets on the front panel of my case, to plug my HTC One (M7). Last weekend I've noticed that my PC powers up when the smartphone is connected to the mentioned USB socket... What's even more weird is that I have the cable plugged all the time to PC. I press the POWER button and nothing happens. Then I plug the the MicroUSB plug into my phone (with the other end of the cable still in front USB) and the PC powers up on it's own without me pressing the button... WTF??
