MSI M5 will only boot with one stick of ram. How can I fix this?

I just built two pcs over the weekend, one is perfectly fine. The other, which is the most expensive will only boot with one stick of ram. It has the msi m5 motherboard. First I thought the second stick of ram within the kit was bad, so I ordered another. Now I know it's not the stick after receiving the new kit. It doesn't matter which stick or slot I use, the pc will only boot with one stick of ram. I turned xmp on, like one form said to do, and nothing changed.
The ram is corsair vengeance lpx 3000pmhz 2×8gb
Do I have to replace the motherboard? Or is their a simple solution?

Have you tested the RAM in the machine that works fine? Is the CPUs compatible with both machines? If so, test the CPU from the "BAD" machine into the machine that you know to work. That way it can rule out the possibility of the Memory Controller which is embedded in most modern CPUs. If your problem follows the CPU, RMA the CPU. If the problem doesn't follow the CPU, RMA the motherboard.

There is something more going on with this computer than just the ram. Apparently people do have issues with this board and only one stick working, and the simple fix is updating the bios. But I can't because the computer keeps saying windows cannot boot correctly, and needs to repair itself, but then the repair fails. Is this a CPU issue, because I kind of feel like it is?
Also, I bought the CPU on amazon, so am I screwed and have lost $320? Because I don't have the box anymore to ship it back.
