Issue with Kingston DDR4 3000MHz ram 16GB (4x4GB) reading as 12GB in BIOs

Recently I noticed that my systems ram was showing up at 12GB, both in the BIOs (12288mb) and in windows (11.9GB usable) instead of 16GB. When I purchased the ram a year or so ago it came as a kit of 4 so its not 2 separate 8GB kits which could cause issues. I installed CPU-Z and here are my results:

As you can see CPU-Z knows I have 16GB of DDR4 ram and in the SPD tab all sticks read identically except the serial numbers are different. I entered the timings and voltages manually in my BIOs according to Kingston's website so I know those should be correct. For some reason CPU-Z defaults to triple channel instead of quad channel which makes me think one stick is bad. I've verified all the sticks are seated properly on my mobo, which is the msi x99 sli plus, and that they are in the correct quad channel slots as noted in my mobo's manual (slots 1,3,5,7). I'm not sure what else to try, any guidance is appreciated.
