AMD FX-8350 heavily under performing.

Over the past few months I have been realising that my cpu has been bottlenecking and causing my pc to run slow and have terrible fps on games. Most recently with battlefield 1. At first I was thinking 'OHH AMD IS TERRIBLE, GET INTEL'. But then I started doing research, I found a video on youtube with someone with the exact same specs (GTX 970, AMD FX-8350 and 12gb RAM). This person getting 70-90 fps on battlefield at 1080p, whilst i get 30, with drops down to 20-15, with terrible stability. Is there any way to fix this? I dont think clock speed is the issue as the difference is very dramatic. Im thinking that maybe the motherboard may be somewhat of an issue (may need bios update).

What would be recomended to help solve this issue?

EDIT: It is also worth noting I have a Fatal1ty 970 Performance 3.1 motherboard, I have read that this can cause bottlenecks and not work very well with an overclocked FX-8350?

That motherboard is just fine for FX 8350. Overclocking FX will bring you much better performance. Also if you have stock cooler maybe CPU is overheating and throttling to lower speeds when under heavy load like in BF1.

I have a be quiet aftermarket cooler, the cpu isnt thottling either (turned throttling off).
