Should I upgrade Gpus

I have been having issues with gta V lately issues i did not originally have with my build. I am wondering if i should upgrade my gpu or is my cpu failing to keep up already. My gpu is never above 80% usage and cpu is hardly ever above 20%. It makes me feel like 4gb of vram isnt enough for that card which is actually 3.5gb...thanks nivida. Long story short i just want the general consensus on what to upgrade. Yes i could just lower my settings but i have already done that removing my eye candy aspects and still hardly any fps change. I was thinking about running two 480x under a custom loop... but i dont know.

Yes the water cooler i have took some case mods to fit so no comments about it not fitting please because it dose fit... with some modifications.

Yes, your CPU is still fantastic and able to keep up with any graphics card on the market, so if you're not getting the gaming performance you want the graphics card is the thing to upgrade.

A GTX 1080 would be a significant jump in performance from the GTX 970 and is what I'd personally recommend if you can afford it (they run for about $700 at the moment).

At that point should I just wait for the 1080 ti? if nothing else the price of the original 1080 should come down?
