Ok, yea I would look into upgrading to the GTX 1050 ti 4gb. EVGA makes a few that are factory overclocked for a few extra FPS. Go for a dual fan version as it will cool better.

Why go with a 140$ card with a budget of 200$?
Go for the EVGA GTX 1060 3 GB which is about 50% better in performance, will be good for a 4590 anyway.

ehh, not necessarily, an i5 4590 and 1060 only use around 205Ws of power. a 470 would go upwards of 305. Ram and HDDs only add about 10Ws each.
Also I doubt he has a 2.0 slot if he's on a haswell compatible mobo.

Na in the techspot benchmarks the 1050ti is ahead of the 960 in every single game. The 1050 is the only one the 960 beats in a few.

Here is another that the 960 only pulls ahead in 3 games of the more than 20 tests. Of those 3 they are all DX11 that will vanish given time.

2 years down the line you'll be in exactly the same position with a 1050ti as you are now with the 750ti.
GPU requirements have changed vastly in the last year or so, buy the strongest card you can now .
That evga 430w PSU will manage will manage that 1060 easily.
