So, I want to know if I should move a hard drive to my new PC, to avoid me from re-installing all my games and other stuff, is it safe? Or will it fail?

If you're moving to all-new hardware you'll probably run into driver issues.

On top of that if you're using Windows you'll need to verify your current key with the new hardware through the activation troubleshooter (if you're on Windows 10).

Would It work to wipe all drivers, then install new ones?

Probably not.

As a general rule when you get a new PC you also need a fresh install of windows. Yes it sucks to have to re-install all your apps and games and re-tweak the OS the way you want. But the 1 time setup pain is better than the ongoing pain of stale or incompatible drivers.
For steam games, you just need to copy the game files over to where steam is installed and no re-downloading is needed.

Is there a tutorial on exact folders to copy?

Your steam games will be in <steam folder>\steamapps\common\
You can copy that folder from your old HDD (or from your backup) to your new HDD. Then steam should find the existing games without having to re-download them.

A google search on how to move steam games between PCs should give you more details.
