Is this build good for open world games that are known to be hard to run? (on budget)

instead of the VS550 get a CXM550. cheaper and better quality.
reinvest in getting an i5. open world games are usually heavy on the CPU.

the new WD Blues are 5400rpm, while I'd go with WD as well, I am using a barracuda.14 for several years now.
especially when they don't hold the OS they usually are fine for many years
the WD Black has good quality but the speed and vibrations are bit of a let down imo.

the 950 is heavily overpriced, I'd go with a Rx470 instead. or if you can splash the cash a 1060.

I would get a GTX 1060 3GB, not much more than the 950 for a good increase in performance, but looks like that CPU and a 1060 3GB will even run GTA V very well, and that game is very graphics and CPU intensive. I would also get one from a company that is more reputable with cards (EVGA, MSI, Zotac, Asus).

Depending on the PSU I would go up a tier also, PSUs are something I simply refuse to skimp on. If you want a solid Corsair PSU get an RMx series, they are also just a bit more but they are very good quality. I believe the same wattage would be about $10 than the price you have listed.

I wouldn't get a Seagate drive either, WD has a very low failure rate and is almost the same price for a 1TB Blue series. Also about $5-10 more than the one you listed.

It would add about $50 to your rig but it would be well worth it in my opinion.

Thanks for your opinion, i totally agree with you thing is i live in UAE in the middle east if i was to buy a 1060 gtx in the local store atleast triple the price of the gtx 950 that i listed above on online middle east websites would be double the price if not a bit less but i took your advice on the drive and im going to get a WD one instead.

i would have suggested the same thing, but in the middle east the 1060 is MUCH more expensive then the 950, i also would have recommended a seasonic s12II for power supply, bot they dont have it !

Oh yeah that complicates things, What you have should work fairly well then, you just won't be able to max out everything at 1080p resolution. If that's what you have available its a solid build, though I would look into upgrading to a Pascal card when they drop the price. As for the drive if you can spring for a WD Black those are some of the best most reliable HDDs made, it will last you a very long time. Nothing wrong with Blue though. And I know PSU are harder to come by over there so you would know better, but again if you can get an RMx those are some seriously highly rated, reliable PSUs, just don't know if it will work for you.

Good luck.
