Yes, the AMD 4300 will bottleneck the GTX 1050.

In effect your CPU will be maxed-out before the 1050 will in demanding games and applications. Not a big deal though as long as the AMD 4300 is able to handle the games and applications you are hoping to use.

Stock clocks, slightly. Bottleneck isn't the right term. The fx 4300 will be a hardware limitation slightly, of course....
Overclocked to 4.8 ghz, not so much
I'd say get a used card a 950 or 960 or used 750ti or a new RX 460. Much better suited for the CPU.

A GTX 950 is a better pair for the FX-4300 as it isn't a strong of a graphics card.

Essentially the max-output between the FX-4300 and GTX 950 is closer so you won't be spending money on hardware you aren't using to its full potential.
