Samsung SSD frozen state

Hello. I wanted to test the Samsung evo 850 I just purchased. I connected it with to my mobo and initialized it in windows system manager.

Using dell inspiron 620
Windows 7 64-bit
Original HDD is the only drive I've used for this computer. This the first time I've connected a 2nd drive. Still very new to tinkering with computers.

I only wanted to test it because it is intended for a new computer build I'm gathering parts for.

I went to secure delete in Samsung magician and its in frozen state so it won't delete.

I'd like to erase the drive to clean slate for when I use it on my new build. What should I do?

Edit: I created a bootable USB, Booted from it and have tried 3 times to power cycle it as the screen says but the drive remains in Frozen state over and over.
