PC Can't Boot Straight Away

Hi all,

Problem as stated on the title post.

When I turn on the pc, the blue light is on, but that's it. It doesn't properly start. Maybe after a few minutes ranging to an hour then the sound of the computer starting will come up.

Confused? The scenario is like this.
Push the power button.
Blue light turns on but not the system.
Didn't touch the power button again.
PC will start after a few minutes up to an hour.

And sometimes (rarely) it will boot straight away.

Event viewer doesn't have info.

Changed the HDD 2 months ago. Performance is fine as far as I can tell. No weird sound ar anything. It's just this one pesky boot problem.

Is it a PSU problem (PSU is very old, and is a nameless brand. Maybe it's dying?)? Something else?

Add - My PC is old. Really old. Q6600 old. There's no upgrade other than HDD which I mentioned earlier, and the CPU cooler.
