FX 8150 Clock drop from 3600 to 1406MHz

My cpu drops clock constantly, even on idle.
I'm not sure if it's a VRMs overheating issue, I have 990XA UD3 Gygabyte

I have the corsair H60 cooler
AMd overdrive shows only 2 cores dropping clock, could that be the cause of having FPS drops on almost every game with low settings 1080?
I have 970GTX windforce
16gb hyperx
 
Solution
The clock speed changes as it's needed, to conserve energy. It will underclock itself when it doesn't need to be at max frequency, and it will go up to normal speed when it's required to do something more intensive. I don't think it would be the cause if it's not happening during gameplay, WHILE YOU HAVE THE WINDOW ACTIVE.
