Very annoying internet issue

The last couple of days I have had a huge problem with really high ms, up towards 4000 and I can't play online games nor watch anything on youtube etc. I have tried reinstalling my network card, restarting the router( I get normal ms for like 3 minutes and after that it goes up to a really high ms), resetting the routers settings and also checked if theres anything on my PC thats doing something. Nothing of this has helped in any way and some help from someone who has encountered the same problem would be greatly apprieciated.

The router is a THOMSON TG789vn and my pc is connected to it through an ethernet cable (I have also tried 1 other cable)

I have seen this with an IPhone 7, checking my logs on the router the iPhone was constantly connecting/disconnecting on the router... ended being some game this guest was using on their phone that their "brother" put on there for them.
I blocked their wifi access in the house, problem solved.

Never been even close to getting 4000 ms in games etc

Edit: It seems like the problem lays with an Iphone 6s that is in the house, when the phone isnt connected to the wifi it is all normal but when it is it can be extremely high ms for hours and then go down to normal for a couple of minutes.
