I'm not sure what's going on here.
I have personally owned both video cards, and ran both of them under different processors as well. I used both with the AMD A10 and FX-8370 as well as the i7-6700k.
The 750ti I used was from MSI, and the RX 460 I used was from XFX. At the time I tested them, the RX 460 was about $10-$20 more expensive than the MSI 750 Ti, but much, much, much better. Trust me.
I also tested both cards on an old i7-860.
The 750 Ti on the i7-860 could not hold a stable 60fps on BF4 on 1080p medium settings. The RX 460, on the same processor, did. I had v-sync on, so I was not able to get an exact fps count.
The 750ti required a slight overclock to hold 60fps.
The RX460 was limited, perhaps by design, at least for me, by how much you could overclock. I bought the MSI one, and even with MSI's own software, could overclock, a max, at 100/100.
The GTX 750Ti did not place a ceiling on how much you could attempt to overclock, but there was a ceiling to how high you could go, cause if you pushed it too hard, the game would eventually crash.
Trust me, the RX 460 is a better card. I don't know what FPS you'll ultimately end up running on that processor, but in general, it is an entry level card. I personally think that 1080 medium on PC still looks nice, and it's a great card for the price.
