Unidentified Wifi Network Windows 10 Pro

Lately i moved to Brussels, and since i moved in my new apartment i got daily issues with the wifi. Its an overcrowded area with more than 30 wifi networks in the area, and i believe that there are some conflicts. So i asked my landlord to bring some technician from Proximus (ISP) to resolve the issue. Initially i just asked him to switch to 5ghz instead of 2.4 but instead they browght some repeater. The repeater is probably the cheapest and worst quality they could bring from the third world or something since it caused a lot of problems since we plugged it in. To make long story short, since he puted this repeater, i cannot connect to the wifi with my laptop only. My desktop, my phone, my girls phone, and her laptop can connect to the internet.

The repeater gets the signal through 220volt plug, and it has its own SSID and password. Since he plugged that thing i can connect to both old and new SSID but in none of them i have internet access or i can ping the routers IP.

I tried whatever i know to resolve the issue including:

Uninstall Driver
Updated Driver
Uninstall Kaspersky Internet Security
Reconnected to networks
Did countless restarts meanwhile
Tried Windows Troubleshoot
Tried manual IPv4 settings
Tried various CMD elevated commands including "netsh int ip reset reset.log" "netsh winsock reset catalog" "ipconfig /release" "ipconfig /renew"
DHCP is enabled and my laptop gets IPv4 settings as it should (checked through "ipconfig")

Laptop connects to my AndroidAP normally.
Tomorrow i am going to check the wifi in my job which hopefully will work too.

Unfortunately i don't have the ability to use cable to test, and i don't have access to the routers settings or the ability to restart the router

Network is "public"
Security type WPA2-Personal

My laptop is Lenovo p50 and its brand new
I run Windows 10 Pro fully updated

Lenovo.. I remember some issue with WiFi, it was last year. Do not remember exactly what it was.

Does your ISP and Router FULLY support IPv6? if not, disable it. The router may support it but the ISP Modem may not provide it to the Internet. It has cause lots of issues for my customers.

Also, What DNS are you using? try setting your laptops' wifi DNS to 8.8.8.8 & 8.8.4.4 (Google DNS)

No, its not. Well today i searched a bit more, and found someone with a Lenovo laptop as well, that he fixed a similar issue by disabling "Allow the computer to turn off this device to save power" option from Wireless hardware settings

Edit: it got fixed for just one or two minutes, then i got the very same error again.
