just remember your cpu is only as good as it is don't expect i7 results that's why there tier levels and one cpu is 150 bucks and one is 300 .. with intel you get what you pay for .
then it comes down to if the game/program is going to be cpu or gpu intensive or what one it utilizes
will it bottle neck ? compared to what ?? i7 5960x or 4790 ? I'm sure it will

notice the graphics score here is nice but look at the physic score [all cpu] and combined

now i5 4670k [wish I could find a non k for this to eliminate any overclocks on the cpu ]

why we say if its a GPU bound game or program may not be so bad affected but if a CPU bound game or program your just not going to compete with a higher tiered CPU cause it don't have the processing power as the higher end cpu's will
but you can kinda see no matter what cpu I posted above the graphics part remained close to the same it when the cpu's come in to play things not so .. and really its not that much overall everyday use you may never notice it and run fine and smooth
