It depends on the game. As in Battlefield 1 the 4690K is bottlenecking even the GTX 1060 in the very CPU demanding 64 player maps. I'm not saying you shouldn't get the 1070, it would likely be well worth your money. I'm just letting you know some games may bottleneck.

That's always going to be the case.
Some apps just utilize more CPU threads, but in 90% of titles it won't make a significant difference.
That isn't bottlenecking, that's called high CPU utilization.
An i5 won't bottleneck a 1060 at all.

High CPU utilization can bottleneck a GPU (not always)

and of course, not all games will do this. This is the first I've seen with the 4690k. Many other's are experiencing it in BF1.
*Could just be poor optimization of the multiplayer portion of the game.
