I have a relatively new i5 cpu, 16gb ram, ati 6800 video card. I have an annoying issue in which all video (watching streams on Twitch, Youtube) will have buffering issues which makes them unwatchable. My PC has wired internet. Strangely enough, when streaming off my PS4 or Phone, HD quality is flawless on both of these platforms. I have wiped my computer clean several times which didn't fix the issue. Rarely from time to time video will run flawlessly with no issue, which seems bizarre to me.
Furthermore, anytime I am in a game (I always play fullscreen, I get dramatic fps loss to the point the game in unplayable) when any browser is running. (Whether it be video or not) I have tried many different browsers, all give me the same issue. I also get very high cpu usage and memory usage, even while having no problems or processes running. As I reinstalled windows fresh it cannot be a virus. I have friends with worse computers that stream to Twitch flawlessly, with several browsers running at once, and no issue.
One thing to note is that I ran an amd cpu diagnostic and it failed a test stating to check thermal paste level, could this be the issue?
